There are two choices to make. Organization and Friends. People who wish to venture off as one, or hope to bond/or is a bond (couple, family, childhood friends, etc) are more likely to fit in Friends. And can add people limitlessly like any organization can.
Organizations have a higher, more direct goal. With probably money placed in the mix to make itself for what it is. This can involve a mafia, gang, clique, crew, build like a faction. It may have a person or people inside who controls it, or be developed in a way that everyone inside shares leadership. It all depends on the organization. If you create an organization with a leader or leaders, label them.
